Regulatory models for the district heating sector

In February 2011, representatives from the district heating sector, the electricity sector, regulators and consultants gathered to discuss challenges for the district heating sector and future regulation in the field. Based on the conclusions from the discussion, Ea Energy Analyses has conducted an analysis of advantages and disadvantages of different regulatory models for the district heating sector.

The analysis was carried out from April 2011 to January 2012 for the Danish District Heating, Danish Energy Association, Waste Denmark, RenoSam, the Danish Energy Agency and the Danish Energy Regulatory Authority. The analysis includes topics such as the existing regulation of the district heating sector, experiences from other countries and sectors, aims and considerations within the regulation and analyses of four different regulatory models. The analyses is not pointing at one single regulation model as being ideal bur aims to evaluate the advantages and disadvantages connected to each model.
