Long-Term Power Market Study for Estonia’s Ministry of Climate

Ea Energy Analyses, together with Energex, has completed a major electricity market modelling project for the Estonian Ministry of Climate.

Using the Balmorel model, the project delivered long-term wholesale electricity price projections for Estonia, Latvia, Lithuania, and Finland for 2026–2050 across a wide range of scenarios and sensitivities.

The analysis explored key power system and policy questions, including island mode operation, capacity market mechanisms, strategic reserves, and the role of technologies such as nuclear, offshore wind, battery storage, and pumped hydro. It also assessed capture prices and potential cost recovery shortfalls for different technologies.

The project concluded with a public webinar on 23 March 2026, attended by more than 120 participants.

A strong example of how scenario-based market modelling can support energy policy and investment decisions in a changing European power system.
