The World Bank financed a development project aimed at assisting the authorities in Kosovo in developing their energy sector. As a part of this project, and in cooperation with the German consultant Fichtner, Ea Energy Analyses looked at the price structure in the Kosovar district heating sector.
The district heating sector in Kosovo was struggling with a number of problems, such as high prices, non-payments and deteriorating plant economies. Therefore, the project looked at the regulations governing the district heating sector, including the foundation for billing and the regulation of prices.
Ea Energy Analyses developed a price model for district heating and gave a number of recommendations concerning actions that could be taken to ensure a smoother transition towards meter based billing in the Kosovar district heating sector.
