In this analysis, the power market model Balmorel was used to quantify the consequences of allowing electricity trade between Estonia/Latvia and Russia. The data for Russia was updated and calibrated to take into account recent developments as well as the effects of the Russian capacity market.
The analysis was carried out for Elering, the Estonian transmission system operator, in the period January-April 2014.
